When I became a naturilized citizen of U.S.A. I reported aboard USS Vance Der- 387 in late 1968- to 1970 to decomissioning the ship in Mare Island, Vallejo, California. Before filing a claim I would like to know if I am qualified to file a claim. I don't know where to start and I need your advise to the same. Thank you very much for your help that you can give.
