Bob, sent this item which is 9.5 x 3.75 at is widest point x .5 thick,
and has the same feel as a adjustable wrench, is from the Deep Freeze Cruise in 1961-62.
This side says USS Vance the other 1961-62 Dunedin, N.Z.
Question is "What is it"?
It looks like a bottle opener, however, that is my guess.

The 'object' is in fact a Patended "Crown" brand Bottle Opener -
commonly known in the New Zealand Armed Forces as a "Church Key".
They were very popular tools right up until the advent of screw
top beer bottles and then of course they became redundant.
The Crown Bottle Opener is a Kiwi invention!!!
